Tailor-made study programme for the Vice-Minister, Ministry of Home Affairs and delegation from various Ministries, Government of Vietnam. Examined alternative models of public service delivery in the UK and made comparisons with public sector reforms taking place in Vietnam. Provided an overview of public services in the UK and a comprehensive series of visits and briefings at the level of central Government, local government, Executive Agencies, inspectorates, non-departmental public bodies and the university sector.
