Delivery of a development programme on policy-making in the field of competitiveness for Estonian senior civil servants. Implemented through four modules: theoretical introduction to competitiveness of special factors affecting Estonia; the UK experience, nationally and regionally, of achieving improvements in competitiveness; case studies and different approaches in an Estonian context and emerging conclusions and action planning for change.
