PAI Advisory Panel Member, Pauline Hayes, was a key member of a high level team working on an exciting new project to compare the effectiveness of the civil service in 31 countries, including the UK. This pilot project looked at data on 11 core functions such as policy making, regulation and financial management and 6 key attributes, for example, integrity, innovation and capabilities. The Index is a very valuable performance improvement tool but is also an important accountability tool, allowing citizens, government officials and politicians to see how well their civil service is working.
The assessments were done by the Blavatnik School of Government, Oxford University, and the Institute for Government, UK, with funding from the Open Society Foundations.
